What the rule actually requires
OSHA 29 CFR 1910.27(b)(1) applies to rope descent system anchorages, the anchors that window washing and suspended facade crews tie into. It puts three duties on the building owner: identify and maintain each anchorage so it can support at least 5,000 pounds per attached worker, have anchorages inspected every year, and have them tested and certified at least every ten years by a qualified person, with the certification provided in writing before crews go over the side.
That written certification is the piece most owners are missing. Window cleaning contractors cannot legally tie off without it, which is why service refusals, not fines, are usually how owners first learn they have a problem.
Other anchor types, like personal fall arrest anchors used by rooftop maintenance staff, follow manufacturer guidance and industry practice such as ANSI/IWCA I-14.1, which commonly calls for periodic load testing on five year cycles for adhesive anchors.
