OSHA regularly relies on ANSI standards (American National Standards Institute) to define what counts as "recognized" industry practice, and those standards are often the specific trigger for citations during an inspection.
For property managers and building owners, understanding how OSHA and ANSI work together is essential for passing inspections and avoiding the fines, lawsuits, and operational shutdowns that can follow a fall protection citation.
Why OSHA Uses ANSI at All
OSHA writes the federal regulations, but it does not write every technical detail for every piece of safety equipment. Instead, OSHA incorporates ANSI standards in two main ways:
- Direct incorporation by reference. In several regulations, OSHA explicitly references an ANSI standard and makes it enforceable as federal law. The cited ANSI document becomes part of the OSHA requirement.
- The General Duty Clause (Section 5(a)(1)). When OSHA cannot find a specific regulation that addresses a hazard, it can still issue a citation under the General Duty Clause if the hazard is "recognized" in the industry. ANSI standards are the primary way OSHA establishes what the industry recognizes as a hazard and what the accepted safeguard looks like.

ANSI Z359: Fall Protection Code
The Z359 series is the backbone of fall protection in the United States. It covers anchorages, harnesses, lanyards, self-retracting devices, and the design of entire fall protection systems. Key sub-standards:
- ANSI Z359.1: general safety requirements for personal fall protection equipment
- ANSI Z359.2: minimum requirements for a managed fall protection program
- ANSI Z359.7: third-party testing and certification of fall protection equipment

ANSI/IWCA I-14.1: Window Cleaning Safety
The International Window Cleaning Association's I-14.1 standard is the definitive guide to window cleaning safety in North America. It addresses anchor inspections, worker training, rope descent systems, and building-side responsibilities. OSHA references I-14.1 repeatedly when evaluating facade access hazards and is the reason many building owners receive citations tied to window washing operations on their properties, even when the workers are employed by a contractor.
ANSI/ASSP A10.32: Fall Protection for Construction
A10.32 governs fall protection on construction and maintenance sites and is frequently cited alongside OSHA 1926 construction standards.
How This Plays Out in a Citation
When an OSHA inspector writes a citation related to fall protection, the document almost always references two things: the specific CFR section (for example, 29 CFR 1910.28 or 1910.140) and the underlying ANSI standard that defines the technical requirement. A typical citation might read:
The employer did not ensure that anchorage connectors were capable of supporting at least 5,000 pounds per employee attached, as required by 29 CFR 1910.140(c)(13)(i) and ANSI Z359.18-2017.
In other words, the ANSI standard is not just a suggestion. It is the evidence OSHA uses to prove the hazard was recognized and the corrective standard was clearly established.
The Building Owner's Responsibility
Many owners assume that fall protection citations only affect the contractor on the roof. That is a dangerous misconception. Under OSHA's multi-employer worksite doctrine, a building owner can be cited as the "controlling employer" if:
- There is no site-specific fall protection plan for window cleaning or maintenance operations, as required by I-14.1
- Anchors on the building are not certified or load-tested to ANSI Z359.18
- There is no documented annual inspection of anchor hardware
- Workers are required or allowed to use rope descent anchorages that have not been recertified within 10 years

The best defense against a citation is a documentation trail that matches what OSHA expects to see:
- Annual anchor inspections by a qualified inspector, with photographic evidence and load certification
- Ten-year recertification with engineering evaluation under ANSI Z359.18
- Written fall protection program that references the applicable ANSI standards
- Window cleaning safety plan consistent with ANSI/IWCA I-14.1 for any facade maintenance work
- Training records for any in-house staff who access rooftops or use fall protection equipment
