Seattle's skyline has grown rapidly over the past decade, and with that growth comes a growing inventory of buildings that need properly maintained fall protection systems. Whether you manage a new high-rise in South Lake Union or a 1990s mid-rise in Capitol Hill, your building's roof anchors are subject to the same federal requirements, and the consequences of falling behind on maintenance are the same.

What Washington State Requires

Washington follows federal OSHA standards for fall protection. There is no separate state OSHA plan with additional requirements (unlike California or Hawaii). However, federal requirements are not optional, and L&I (Washington's Department of Labor and Industries) enforces workplace safety standards in the state with its own inspection teams.

The key requirements for building owners:

  • Annual inspection of all anchor points by a competent person
  • 5-year load testing for adhesive-installed anchors
  • 10-year engineering recertification for rope descent system anchorages
  • Written documentation that anchorages have been identified, tested, and certified before any rope descent work begins (OSHA 1910.27(b)(1))

The Marine Climate Factor

Seattle's proximity to Puget Sound means buildings are constantly exposed to marine moisture and salt air. While not as aggressive as a tropical marine environment like Honolulu, the combination of 152 rainy days per year, marine humidity, and mild temperatures creates ideal conditions for surface corrosion on exposed metal hardware.

  • No documentation at all: The building has anchors but no inspection records, test results, or certification documents. This is surprisingly common, especially in buildings that have changed ownership or management companies.
  • Outdated certifications: The system was certified 10+ years ago and was never recertified. The original report may still exist, but it no longer provides compliance coverage.
  • Incomplete tagging: Some anchors have been inspected but others were missed, or the tagging system is inconsistent. Every anchor needs to be individually identified and tracked.
  • Deferred maintenance: Previous inspections identified deficiencies, but the repairs were never completed. The deficiency report exists in a file somewhere, creating a documented record that the owner knew about the problem and did not fix it.

What to Do Right Now
