Seattle's 2014 to 2018 construction wave produced thousands of mid-rise and high-rise buildings across Seattle and the broader Puget Sound region. Almost every one of those buildings has rooftop tie back anchors that are now reaching the 10-year mark. For property owners, that means roof anchor recertification is either overdue or coming due fast.
Why the Mid-2010s Boom Matters Right Now
Between 2013 and 2018, Seattle issued permits for more than 60,000 new residential units in the central city. Neighborhoods like South Lake Union, Capitol Hill, Ballard, Belltown, and First Hill saw entire blocks transformed. Mixed-use podium buildings replaced surface parking. Glass and metal panel towers replaced low-rise warehouses.
Almost every one of those buildings has a rooftop fall arrest anchor system. Code required them, architects specified them, and contractors installed them as part of the original construction. Window washers, facade contractors, and emergency rescue crews depend on those tie backs every time they go over the edge.
The problem is timing. Anchor systems installed during construction are now between 7 and 12 years old. Under OSHA 29 CFR 1910.27(b)(1), anchorages used for rope descent systems must be inspected, tested, certified, and maintained, with certification renewed at least every 10 years. Tie-back anchors used for window washing are exactly that kind of anchorage. ANSI Z359.18 and ANSI/IWCA I-14.1 provide the design and practice standards a licensed structural engineer applies during that recertification. Tie Back Inspection vs. Roof Anchor Recertification
These two requirements work together, but they are not the same thing. A building owner who has been doing one is not automatically covered for the other.
Annual Tie Back Inspection
An annual tie back inspection is a visual inspection performed every 12 months by a competent person. The inspector checks each anchor for corrosion, missing components, sealant failure, deformation, and the integrity of the structural attachment. The inspector documents findings with photos and produces a written report. Annual inspections create the paper trail that OSHA and the Washington Department of Labor and Industries expect to see during an audit.
10-Year Roof Anchor Recertification
A 10-year roof anchor recertification is an engineering process, not a visual inspection. A licensed structural engineer reviews the original anchor design drawings, evaluates the installation against current code, oversees proof load testing of every anchor, and issues a stamped certification letter. That letter is the document that confirms the system is rated for its original design loads for the next 10 years. Without it, the anchor system is technically out of service for fall protection use.
The math for Seattle owners is straightforward. If your building opened in 2015, the anchors were installed in 2014 or earlier. Your 10-year recertification was due in 2024.
How to Check If Your Building Is Affected
Most property owners do not have anchor recertification on their calendar because nothing forces a reminder until something fails. Here is how to find out where you stand:
- Locate the original anchor system documentation. The original contractor or design engineer should have left a binder with anchor locations, manufacturer specifications, load ratings, and the as-built engineering letter. Property managers usually file this with the building O and M manual.
- Check the date of the most recent recertification stamp. If it is older than 10 years, or if no engineering stamp exists at all, the building is due.
- Confirm you have annual inspection records for the past several years. If those are missing, the building has an OSHA exposure even before the 10-year question comes up.
- Pull recent window washing service contracts. A reputable rope access company is required to refuse work on a building without a current anchor certification, so a recent service log can confirm whether your anchors are still considered in service.
What Happens If You Skip Recertification
Two consequences. The first is immediate, the second is long-term.
Immediate: rope access workers will not tie off to an uncertified anchor. Window cleaning, sealant replacement, leak repair, graffiti removal, and any other facade work performed from suspended equipment all stop. The building either pays for emergency recertification on a compressed timeline, or accepts that its exterior maintenance is on hold.
Long-term: if a fall happens on an uncertified system, the building owner is exposed to citations from federal OSHA and from Washington Department of Labor and Industries under WAC 296-880. Penalties for serious violations regularly exceed $15,000 per violation, and willful violations can run several times that. Insurance carriers also routinely deny coverage for fall incidents involving expired or missing certifications.
Why Seattle Buildings Have Specific Concerns
Seattle's climate compounds anchor wear in ways that owners in drier markets do not have to think about. Persistent rain, freeze and thaw cycles in winter, and the salt mist drifting off Puget Sound all accelerate corrosion on anchor bolts and the steel connections beneath the roof membrane. Roof penetration sealing is a second Seattle-specific problem. Many mid-2010s buildings used PVC or TPO single-ply membranes, with anchor base plates set under the membrane during construction. A decade later, sealant failures around those anchor penetrations are common. Water that gets under the membrane can corrode the structural connection from the inside, where no visual inspection can see it.
