Anchor Inspection for Kauai's Low-Rise Resorts and Condominiums
Kauai builds low. County rules limit hotels and multifamily buildings to four stories, so the island has no high-rise towers. What it does have is a large number of resort, timeshare, and condominium properties in Poipu, Princeville, Lihue, and along the Coconut Coast, many with rooftop anchors for maintenance and exterior work.
On low-rise buildings, those anchors are usually fall arrest or fall restraint anchors that protect staff and contractors working on the roof, along with tie backs where window washing or facade work is done from ropes. Wet Weather and Salt Air
Kauai's north shore sees frequent heavy rain, and every resort area on the island sits on the shoreline. Constant moisture and salt are hard on anchor hardware, particularly at base plates, fasteners, and roof penetrations where water collects.

What Kauai Building Owners Are Required to Do
The rules are based on how anchors are used, not how tall the building is. Hawaii's state program, HIOSH, adopts the federal OSHA standards. If workers use rope descent systems from your roof, OSHA 29 CFR 1910.27(b)(1) requires each anchorage to be inspected annually by a qualified person and certified at least every 10 years.
